Ever since The Recorder posted their story about Mayor Martin and Councilor Mass’s disagreement over changing GCET’s status to an enterprise fund, I have been trying to wrap my head around how the current arrangement works.
My understanding is that GCET is classified as a Municipal Light Plant. However, when I started looking into how that works, Greenfield does not show up on the state’s list of communities served by MLPs. I am also confused about why GCET was created as an MLP in the first place, given that these entities seems to be specifically intended to provide electricity, not telecommunications services.
I would also like to go back and watch the Town Council meeting from last year when the whole GCET issue blew up. My recollection is that there was confusion there as well about the exact status of GCET with the state.
